Open portal.azure and scroll down and click here

Click Show portal menu

Scroll and click Security

Click Authentication methods

Click QR code (Preview)

Click Enable

Click Save

Click here

Click Toggle Protect

Click Conditional Access

Click Create new policy

Click Name

Click 0 users and groups selected

Click here

Click 0 controls selected

Click Require multifactor authentication

Click Select

Click Enable Policy: On.
